Two-high Journals of “Chinese Journals Formation”

    From the first year of the new century, the General Administration of Press and Publication of the People’s Republic of China has brought talents and strength of China’s journal circle into play to build the “Chinese Journals Formation step by step in a planned way and promote the development of China’s publications. For that, the administration has formulated the Work Scenario for Building “Chinese Journals Formation”.
　　The basic framework of “Chinese Journals Formation is divided into four layers that form a pagoda structure.
　　The first layer is “two-benefit” journals. With 8135 journals at present China as the base number, select over 1000 journals in a proportion of 10%-15% that bring great social and economic benefits as the base of the “Chinese Journals Formation”. Appraised and recommended by provinces (regions, cities) and ministries & commissions under the central government.
　　The second layer is “two-100” journals. That is, 100 Key Journals of Social Sciences and 100 Key Journals of Science & Technology appraised every two years. The number of “two-100” key journals selected every time is controlled at around 200.
　　The third layer is “two-award” journals. That is, “two-100” key journals which have been awarded National Journal Prize of China or Nomination Award of National Journal Prize of China. The number of this sort of journal is around 100.
　　The fourth layer is “two-high" journals, i.e. journals of high recognition and high academic level. The number of this sort of journal is around 50.
　　The building of “Chinese Journals Formation” is carried out through steps that are taken charge of by different levels of government organizations. The “two-benefit” journals of provinces are recommended by provincial Press and Publication Administrations according to the named rate, and the selected journals must be excellent journals of provinces or ministries, or that are likely to be. “Two-award” and “two-100” journals come into being through appraisals. “Two-high” journals are determined by the General Administration of Press and Publication of the People’s Republic of China and the Ministry of Science & Technology. The selected journals are all famous journals at home.
