Abstract:  The term virtual enterprise has generated some considerable confusion due to its actual literal interpretations. That, the successful establishment of a virtual enterprise is mainly due to the virtual organizing processes of the enterprise's strategies, rather than transforming itself into a virtual organization, is argued. A three dimensions frame of virtual organizing strategies is proposed, and all virtual organizing strategies described by different authors are able to find their positions in the frame. To achieve competitive advantages, the CEOs of enterprises in the information era may organize virtually their enterprises by the three approaches including virtual encounter, outsourcing, and business intelligence.

Key words: Virtual  Enterprise  Strategy
